TRANSPORTATION AND THE ELDERLY PROBLEMS AND PROGRESS{ PARTS I{ II{ III{ IV

This information contained in these Hearings points out the transportation problems facing our elderly citizens and presents suggestions and currently employed measures for overcoming these problems. All 4 parts of the Hearings contain statements and testimony by Senators and concerned persons. Letters and statements from individuals and organizations are found in the Appendix to part 1, while the Appendices of part 2 contain additional material submitted by witnesses, an article from the New York Times (Feb. 24, 1974) entitled "Free Rides in Search of Riders" and a letter from the regional administrator of the Florida Department of Health and Rehabilitative Services, which points out the inefficiencies caused by the categorical funding process that imposes restrictions which make many disadvantaged persons ineligible for transportation services. The Appendix to part 3 contains information from the Urban Mass Transportation Authority "External Operating Manual", relating to capital grants for transportation services for the elderly and handicapped, and a status report on related projects and studies by the Department of Transportation. The part 4 Appendices contain information on the impact of the energy crisis on programs providing transportation for the elderly, a presentation of the Transportation of the Elderly (TOTE) demonstration project in St. Petersburg, Florida, and a statement for the Mayor's Office for Senior Citizens, Chicago, Illinois, in which it is pointed out that the goal of Chicago[s policy is to help older people to live independently in the community. This statement reviews the problems that Chicago has faced in providing transportation for the elderly and emphasizes the need for greater federal support.
