VEHICLE OCCUPANCY, TRIP PURPOSE, TRAFFIC COMPOSITION AND VEHICLE OPERATING SPEEDS

In determining the type of highway to be constructed, it is necessary to evaluate the road-user costs involved as well as the cost of construction and maintenance. Road-user costs are normally identified as the costs due to travel time and are based on the number of various types of vehicles using the highway, the number of occupants in the vehicle, the time the vehicle use the highway, and whether the occupants are travelling for business or private reasons. A series of pilot surveys were undertaken by P-E Consulting Group with the assistance of Messers. Beca, Carter, Hollings and Ferner, Consulting Engineers of Auckland. The study was carried out between August and November 1971. The project was divided into three parts: vehicle occupancy and trip purpose survey, traffic composition survey, and survey of vehicle operating speeds. The work undertaken was aimed to provide the basis of a suitable statistical approach for use in economic appraisals of alternative investments, to establish the range of data values likely to be encountered in a detailed study of the subject, and specifically to obtain measurements of extremes and test whether the variations encountered are statistically significant. At the same time the survey has been used to test data collection and analysis procedures. Ways in which data will be used by the National Roads Board have been examined as necessary background to the survey. Preliminary consideration has been given to the needs of the ICET ROADS computer sub-system and to the development of simple predictive models. The work was intended as a preliminary step to a major survey. It therefore concentrates on establishing procedures, and eliminating initial difficulties likely to be experienced in such a survey.
