A FAIR DEAL FOR COUNTRY DRIVERS ON COUNCIL ROADS . NATIONAL TRANSPORT CONFERENCE; TRANSPORT FOR THE USERS; MELBOURNE, 23-25 MAY 1989; PREPRINT OF PAPERS

Road responsibilities in Australia are shared by the three tiers of government. Council roads are funded mainly by ratepayers with assistance from state and commonwealth subsidies. Government subsidies have declined sharply in recent years, thrusting an increased burden on municipal councils. Resulting changed funding patterns in a region of 23 municipalities are examined and a method developed for equitable cost sharing by the three tiers in relation to user payments and user benefits. The method suggests also the minimum size of shares from each tier relevant to the inherent task of upkeep of a council road network. A preferred funding pattern is recommended, consistent with present commonwealth and state objectives and consistent with existing legislation. The novel approach may have a wider application in future but more data collection and research is necessary (a). For the covering record of the conference, see IRRD no 814837.
