COMMUNITY TRANSPORT NEEDS AND SERVICE DELIVERY . NATIONAL TRANSPORT CONFERENCE; TRANSPORT FOR THE USERS; MELBOURNE, 23-25 MAY 1989; PREPRINT OF PAPERS

Community transport aims to improve the mobility of the transport disadvantaged: a wide cross section of the community including those on very low incomes, the elderly, those with physical or intellectual disabilities, young children, and others who for various reasons are restricted in their ability to use conventional public transport. Services are generally planned and implemented at the community level, usually by local councils or community organisations and the expertise of providers may lie more in needs assessment than in transport service delivery. Funding for services is largely uncoordinated between Federal, state, and local governments. These factors have contributed to a great variety of community transport service types. A review of services offered raises issues about whether resources are being used efficiently: how is transport need identified? How is service provision influenced by the pattern of vehicle ownership? What improvements can be introduced to better allocate transport resources? Who can best provide community transport services to meet specific user requirements? This paper explores these issues using information on community transport services in New South Wales, Victoria, South Australia, western Australia and the northern territory. It draws on recent studies and experience in the context of rationalising service funding and expanding service usage with limited resources through more effective vehicle utilisation and management practices (a).
