RESIDENT PARTICIPATION IN LOCAL AREA TRAFFIC MANAGEMENT . NATIONAL TRANSPORT CONFERENCE; TRANSPORT FOR THE USERS; MELBOURNE, 23-25 MAY 1989; PREPRINT OF PAPERS

Public participation in the decision making process in local area traffic management studies is continually evolving as residents seek a much greater involvement in the process. Public meetings have traditionally provided the venue for residents not only to provide their opinions on the related traffic matters but also to be educated in them. This is an important forum for the exchange of information and therefore one which should be undertaken in the most efficient and amiable way. Whilst this has often not been the case, this paper discusses some variations on the format of public meetings to improve their effectiveness as a forum of information exchange. Presentation of information to residents and the format of questionnaire surveys are two critical issues that significantly affect the residents' understanding of the plan and attitude towards the process and consequently their response. The level of interaction between residents and elected resident representatives who may be participating in the development of the traffic management plan is also of importance. Some recent experiences with these matters are discussed in this paper (a). For the covering record of the conference, see IRRD no 814837.
