To reduce the impact of new limited access roads on adjacent residents, the road construction authority (RCA) has been building noise barriers on all projects since 1978. These barriers have generally consisted of timber fences or earth mounds or a combination of both. However, in more recent times the need to have more efficient and durable barriers was recognised. In addition, changes in design standards to reduce land acquisition would require the use of parallel barriers erected close to the running lanes. A review of barriers produced overseas showed that they were all very costly and in most cases were considered aesthetically poor. A research program was then mounted to develop a product which would be equal to or better than that produced elsewhere and at an acceptable cost. Glass filament reinforced cement was the medium chosen. ACI who have considerable expertise in the use of the material joined with the RCA in the research and development program. Dr ron barden of the acoustics firm watson moss growcott was also engaged to assist. The outcome of the program was the successful development of two types of barriers -an absorption type and a dispersive type. The latter type was so named because it has no flat (vertical surfaces) and reflects noise either upwards, or downwards on to the road surface. The paper describes in detail the development of these barriers, their testing at the CSIRO building research station and their use on the South eastern -mulgrave arterial road link and other actions that the RCA has taken (a).
