BUS DEREGULATION AND PRIVATISATION: AN INTERNATIONAL PERSPECTIVE. CHAPTER 5. INTEGRATION OF PUBLIC TRANSPORT: AN ECONOMIC ASSESSMENT

This chapter examines the economic rationale for public transport integration (the overall planning of public transport fares and services throughout an area by a single authority). A simple model of frequency and route density in an optimally planned network is presented first, this is followed by a consideration of some extensions to this model, namely, the introduction of taste variations, peak problems, and budget constraints. The practical problems of route structure, pricing, and inter-modal considerations are then discussed. The recent literature is then reviewed to consider what might happen if provision of such a network were left entirely up to the free market. Basic issues of public transport integration such as ticketing and timetabling are then presented. Finally, it is suggested how the benefits of integration may be combined with efficient operation.
