INVESTIGATION OF TRAVELLERS' EVALUATIONS OF SAVING OR LOSSES IN TRAVEL TIME IN THE NETHERLANDS. TRAFFIC AND TRANSPORT POLICY BETWEEN RURAL AND URBAN AREA, TO AN INTEGRAL APPROACH ON REGIONAL LEVEL. TRANSPORTATION PLANNING COLLOQUIUM 1989, THE HAGUE, NOVEMBER 30 - DECEMBER 1, 1989. VOLUME II

ONDERZOEK NAAR DE WAARDERING VAN REISTIJDVERANDERINGEN IN NEDERLAND

The research presented in this paper was designed to provide an empirical foundation for the evaluation of travel time changes resulting from infrastructure provision and transport policy measures. The study was designed in two phases, the first relying on analysis of existing data containing so-called revealed preferences, and the second consisting of a stated preference experiment conducted with car drivers and public transport passengers. The stated preference research, which was given the most emphasis in the study, has provided a substantial body of evidence regarding travellers' valuations of travel time changes. An important feature of these results is the possibility to differentiate values of time according to specific household, person and trip characteristics which may be of interest. The results make it possible to recommend monetary values of travel time changes to be used in policy evaluation, for both the present and for the future.
