Whilst network South East (nse) undertake a regular quality monitor, it is based on a list of pre-defined attributes of the rail service, and provides no quantification of the valuation attributable to improvements in quality. The study described in this paper set out to provide this additional data, but also to re-examine the definition of 'quality of service'. It is argued that it is not sufficient to define quality of service from the operator's point of view, but that the definition, if it is to be useful, should be based on the customers' perceptions.
