The coordinated application of pull and push measures illustrates that things have been changing in the planning field. However the common practice of plan preparation still has many faults. It is recommended that a greater unity of approach when preparing plans should be achieved. Some proposals are made in order to meet this goal. Two cases are presented to illustrate how these requirements can be met. These cases are current planning projects. Both concern plans to reduce car usage.
