One of the targets of the second "structuurschema verkeer en vervoer" is the "guided development of mobility". The instruments that will be used for that purpose can only be effective in the long term. This paper describes alternative methods for a comprehensive short term bicycle policy. Some suggestions for the optimum policy are also made. (TRRL)
