This paper describes the measures to encourage better use of the existing road infrastructure which are a part of the accessibility plan for the randstad (western part of the Netherlands). These measures are divided into measures with a permanent character and measures with a definite temporary use, because they contain parts which are constructed below design standard. The advantages and the disadvantages of these measures are described. To encourage the discussion several aspects to be considered are described. (TRRL)
