DEVELOPMENT OF A ROAD AND RAIL COST MODEL FOR SOUTH AFRICA (TRB PAPER)

This paper describes the development of a road and rail cost comparison model for freight transport in South Africa. The costs calculated by the model are total distribution costs from the transport user's perspective and include the quantification of transit time and reliability. The two critical factors to determining costs for each mode are commodity value and density. Extensive sensitivity testing of the model with respect to these two factors demonstrate their impact on the break even distances for the two modes. This model represents the first calculation and rigorous comparison of these costs in the South African environment and this model is being adapted for comparison of costs and relative competitiveness for specific commodities and routes.(a)
