BLACK SPOT INVESTIGATION AND REMEDIAL MEASURES IMPRESSED BARBARA SABEY - BUT MORE TO DO

This article reports on a presentation to the Dec 1988 meeting of the New Zealand nrb by barbara sabey, former head of the transport and road research road safety division. She was impressed by accident investigation procedures in New Zealand, but said that the time had come to introduce further techniques and "develop a more global study to gain a better overall picture". Advice that she gave for the improvement of road safety included the following: (1) have adequate manpower resources made available for safety; (2) expand the number and size of accident units; (3) provide information and special training on road accidents; (4) monitor and evaluate the effects of improvements, using good statistical expertise; (5) in each locality, place statutory responsibility for road safety on the local body; (6) market to the public any changes to the road system, such as new roundabouts and how they should be used; (7) in schools, provide "a structural education from the cradle to the grave" about road safety; and (8) put effort into improving driver behaviour now,and in the future.
