PLANNING THE TRUNK ROAD NETWORK EAST OF LEEDS

This article relates the history of the many studies, consultations and enquiries conducted since 1968 to develop the trunk road network near Leeds, in the North of England, and in particular to link the M1 motorway to the A1 trunk road. After presenting the background to these planning activities, the article summarises: (1) the 1982-3 Kirkhamgate-Dishforth Scheme Public enquiry, recommending that a further study be made; (2) the 1986-7 East of Leeds Study, to investigate traffic problems to the east of Leeds and some of their possible solutions; (3) the M1-A1 Link Road and A1 improvement, which are now being evaluated and designed. The East of Leeds Study aimed to: (1) identify areas of severe road traffic problems East of Leeds; (2) suggest practicable options for highway improvement; (3) appraise these options and suggest a programme for new road works. It investigated: (1) delays and congestion; (2) road accidents; (3) heavy goods vehicle flows. The route for the M1-A1 Link road has now been defined. The road will have dual carriageway standard throughout, with fully grade separated junctions. Its estimated cost is at least 100 million. The article specifies several significant factors, affecting its design, that are now being considered. It includes five maps of actual roads and proposed new major roads in the Leeds area.
