CONDITION ASSESSMENT OF ROADS IN SRI LANKA (THE "CAR" SYSTEM)

In Sri Lanka, the urban programme unit of the ministry of local government, housing and construction, commissioned the design of a condition assessment of roads (car) system to be used on highway networks by Sri Lankan urban local authorities (ula's). This paper describes the system and some of its development background. Road maintenance activities are covered largely by: (1) routine and recurrent works, which can be planned in advance; (2) rehabilitation works, which are major capital expenditure projects applied to rebuild pavements, structures or drainage. The car system is designed to provide information about: (1) the rehabilitation works required on a ula's road network; (2) the order of priority for conducting these works; (3) the list of jobs which can be programmed within a budget. The system carries out the following sequence of operations: (1) assessment of proposed rehabilitation schemes; (2) field inspection; (3) structural rehabilitation cost calculation; (4) assessing the defects of specific road sections; (5) identifying and establishing priorities for critical items; (6) determining rehabilitation works; (7) establishing the rehabilitation priority order (rpo); (8) evaluating quantities and costs; (9) proposing an rpo schedule within the budget; (10) approval of the programme of works by the ula; and (11) programming the rehabilitation works and organising its requirements for labour, equipment and materials.
