NEW ROADS BY NEW MEANS' - THE IHT RESPONSE

The institution of highways and transportation (iht) gives its response to the government's green paper on private financing of roads. It is critical of the lack of detail in the proposal plan, the ambiguity in relation to financing, and the lack of clarity in various issues, eg the relationship between the local highway authority and the private developer. The iht is particularly critical over the issue of statutory planning procedures which, it suggests, could be lengthened by the proposals in the green paper. The institution has set up a study to investigate how procedures could be accelerated. Iht reactions to 4 further recent publications are noted: a) road hump regulations 1986-89, draft revision; b) transport planning in a new era by the royal town planning institute (rtpi); C) lorries in the community, draft report; d) primary route signing in London -proposals for change, by the Department of Transport.
