THE SPECIAL TRANSPORT SERVICE IN TRANSITION. AN EVALUATION OF MEASURES OF CHANGE IN THE TRANSPORT SERVICE FOR ELDERLY AND HANDICAPPED IN SWEDISH MUNICIPALITIES

Special transport services (STS) in Sweden provide elderly and handicapped persons with door-to-door transport by taxi or specially adapted vehicles at a subsidised cost. In 1986 about 4% of the total population were entitled to use the service and the total cost was 1,4 billion sek for the same year. STS are a public responsibility at the local level and are provided in every municipality in Sweden. Fares and different rules regulating the use of the service are set by the local councils. This leads to substantial variations in the total output and detailed design of the STS between different municipalities. The aim of this study is to evaluate the effects of different measures to develop and steer the demand and supply of the STS. These measures include, among others, changes to the fares, the operating area, booking periods, coordination of the trips and free travel with the local public transport for persons who are entitled to use the STS. The effects upon the consumption of the service and the municipalities expenditure for the STS are evaluated in a number of case-studies. (Author/TRRL)
