MEASURING QUALITY AND EFFICIENCY OF PUBLIC TRANSIT SERVICES USING A LEONTIEF PRODUCTION FUNCTION
This paper describes a methodology to measure the quality and efficiency of public transportation services. The methodology is illustrated using a Leontief production function to develop measures of the quality of service provided. Measures of the efficiency of utilization of capital, labor and management personnel are then developed from the method. The methodology can be used as a tool by transit agencies to assist in evaluation and monitoring of transit services. It is easily adaptable for use with UMTA Section 15 data to develop quality and efficiency measures. The methodology was field tested on 42 specialized transportation providers in the Chicago metropolitan area.
