TRAFFIC SAFETY: AN EXPERIENCE? PART 4. OBSERVATION-STUDY

This report describes an initial -small scale -study into the relationship between residents' judgements of traffic safety in their own streets and the actual traffic behaviour of traffic participants in these streets. The results of a questionnaire which recorded residents opinions about the safety of their streets was compared with video recordings of traffic behaviour on those same streets. The survey, was carried out in 8 streets divided into 4 categories: 2 'woonerven' (residential precincts); 2 residential streets; 2 neighbourhood streets; and 2 arterial roads. The 2 streets in each category were comparable as far as traffic characteristics were concerned but differed in the judgement that residents gave on the traffic safety of the streets. These judgement data were available from earlier studies. The study focussed on behaviour of pedestrians and bicyclists. Although positive relations were found between a number of behavioural aspects of bicyclists and pedestrians and residents opinions about safety, there were also a number of negative relations, for which no unambiguous explanation is available. The original theory that residents judgement of traffic safety in their streets was so accurate that it could be vindicated by road users behaviour in those streets was shown to be incorrect. The average judgement on traffic safety in a street, as given by residents, could not be directly linked to the average behaviour of traffic participants in that street.
