CENTRAL CITY MOVEMENT MODEL (CENCIMM) REPORT NO 1: MODELLING AND PARKING POLICY FORMULATION

The report describes a literature review of the state of the art of modelling techniques for use in decision making for policy, planning and analysis of car parking systems in urban areas and at activity centres. There appears to be a lack of emphasis in existing land use transport and traffic models on the assessment of urban parking policies. This is unfortunate, since parking policy and management are an integral element of both transport planning and traffic management. This paper reviews the developments in parking policy models and has introduced the concept of a hierarchy of parking policy analysis models. Models at each level in the hierarchy can be directed at particular policy questions. Taken together as a linked system they can provide a realistic and comprehensive representation of the entire parking system for an area. (TRRL)
