THE BOTSWANA INTEGRATED ROAD SAFETY IMPROVEMENT PROGRAMME

This paper describes the integrated Road Safety Improvement Programme for Botswana and experience gained from its implementation. The multi-disciplinary programme was originally established by the consulting company SweRoad, which is owned by the Swedish Government. It is creating the foundation for planning and implementing coordinated road safety activities in Botswana, and includes the training of local staff. The sectors proposed for the programme were: (1) organisation and administration; (2) vehicle safety; (3) information and education; (4) accident information systems; (5) environmental improvements; (6) traffic police and law enforcement. The Swedish Government was approached again for implementation of the programme, but at a considerably less comprehensive level than had originally been proposed, due to shortage of resources. The programme as implemented included: (1) a study of the economic implications of road accidents; (2) improvement of vehicle inspection; (3) recording of accident information using TRRL's Microcomputer Accident Analysis Package (MAAP); (4) public information provision; (5) education in schools; (6) driver training; (7) environment and engineering; (8) traffic police and law enforcement. Future plans include: (1) revision of legislation; (2) correction of hazardous locations; (3) a research programme measuring effects; (4) revision of the original programme.
