SUB-REGIONAL EXPERIENCE OF SATCC IN PROMOTING ROAD SAFETY IN SADCC

This paper outlines the work of the Southern Africa Transport and Communications Commission (SATCC). The objectives of SATCC are to provide coordination throughout Southern Africa to: (1) overcome transport and communications; (2) promote economic and efficient methods of transport and communications; (3) enable the achievement of self-sufficiency in technical and professional personnel to operate and maintain equipment and plant; (4) encourage the efficient use of available resources for improving transport and communications services. The paper describes: (1) SATCC's Committee of Ministers; (2) SATCC's Coordinating Committee; (3) SATCC's Technical Unit and its responsibilities; (4) the establishment of SATCC Groups of Experts; (5) SATCC policies for roads and transport; (6) the work of the Group of Experts on Road Traffic and Transport. The paper ends by indicating future SATCC activities in road safety. National road safety projects will be defined in Angola and Zimbabwe. Most member states expect to secure funding for road safety projects during 1990; they will cooperate on the following aspects of road safety especially: (1) procurement of equipment; (2) training of personnel; (3) development of planning manuals; (4) monitoring; (5) research. Regional centres may be established to train, for example: (1) road safety teachers; (2) accident data analysts; (3) law enforcement officers; (4) road engineers.
