THE USE OF ELECTRONIC TICKET MACHINE DATA BY LOCAL AUTHORITIES. TRRL PUBLIC TRANSPORT SEMINAR ON MAGNETIC TIKCETING FROM PRINCIPLE TO PRACTICE, JUNE 21-22, 1989

This paper sets out cheshire county councils approach to equipping operators with electronic ticket machines (etm) and compares this with the approach adopted by some other counties and passenger transport executives (pte's). Software problems are also discussed. A sum of 250000 was allocated to assist operators to equip themselves with etm's, the offer was then made to operators on the basis of a 50% grant towards the purchase of etm's and associated depot equipment. In exchange, operators had to provide the following data: (a) continuous route by route concessionary fare data; (b) 1 weeks data for all tendered services twice a year; (c) data on any tendered service at any time upon request; (d) 2 full weeks data for any commercial service that the operator has given notice that he intends to deregister. 385 machines have been grant aided for use by 3 operators, of these, 320 have been magnets, and 65 have been wayfarers. Smaller operators were reluctant to take up the offer and an experimental rental package has been developed for them, using AES datafare 2000 machines. These store information on a "smartcard", which is easily transportable by post. In exchange for rental operators had to: (a) use the machines on all tendered services; and (b) provide continuous data for all services. Problems with etm software regarding data analysis has prompted cheshire and greater Manchester pte's to commission warwick systems to provide a bespoke system.
