This report is intended to improve the quality of decisions about reinvestments, and modest new investments, in highway transportation infrastructure. Decisions of this type comprise the majority of planning actions taken in the field of public sector transportation management. To improve the quality of such decisions, a microcomputer package has been dveloped to support the routine use of economic evaluation as a part of the highway reinvestment process. Since the use of economic evaluation methods is not widespread in the highway transportation field due to time pressures on technical professionals, their lack of available data, and in some cases, lack of tiemly and relevant analysis skills, a user-oriented microcomputer software package was developed which can assist them in carrying out the evaluation. The package is known as DSS for Decision Support System and is highly structured to step the user through logical consideration of a broad set of project cost and benefit categories. It is comprised of five modules. Benefits offered for consideration include vehicle travel time savings, fuel cost savings, and accident reduction savings. Supporting programs include INSTALL and VIEW and there is a separate program for obtaining a hard copy of reports called PRINTDSS. The package requires an IBM-PC, XT, or AT or compatible computer, one disk drive (fixed or floppy), DOS 2.10 or higher, and at least 256k bytes of random access memory (RAM).
