In this study the specific deterrence effects of administratively imposed license penalties were measured. Most of the research carried out on the specific deterrence effects of license penalties has been carried out in states which do not have administrative revocation. It is not clear what differences might be expected between the effects of revocations imposed administratively vs. those imposed judicially. The empirical difference in the penalties, from the individual offender's viewpoint is that administrative actions take place much more quickly. It is not known what effect this might have on specific deterrence. In any case, it is expected that administrative penalties are applied more consistently. Therefore, whatever positive effects result from license actions, they would occur for more offenders. The current evaluation compares recidivism rates of drunken driving offenders before and after the implementation of administrative license revocation laws in 2 states, Mississippi and Louisiana. Prior to the implmentation of the law in both states, license penalties were available but rarely applied.
