The heavy axles of goods vehicles do more damage than any other road users to road surfaces and substructures. As the construction of a highway infrastructure is one of the largest single investments that a government can make, it is essential to protect it. This paper describes the procedures for cost-effective enforcement of legislation against axle overload in the United Kingdom. Enforcement is operated locally by the county trading standards department (weights and measures) and nationally by the Department of Transport, which divides enforcement into 11 traffic areas. Effective enforcement of the legal loading limits depends on a wide range of factors, especially the location of suitable measuring equipment at sites where heavy goods vehicles are obliged to pass. Enforcement at other sites presents a more complex problem. The equipment should be able to weigh any type of vehicle and any axle configuration that may be presented to it; it should be fast, accurate, easy for unskilled personnel to operate, and have moderate capital and installation costs. The paper ends by discussing accuracy of measurement, speed of operation, and operation under bad weather conditions. (TRRL)
