This paper presents a unified approach to highway reconstruction and maintenance, based on the interdependence of highway construction, reconstruction. It discusses: (1) the effect of axle loading on pavement standards; (2) pavement management systems; (3) skid resistance; (4) road profile characteristics; (5) pavement maintenance optimisation through whole life appraisal; (6) highway maintenance operations; (7) standards and codes of practice; (8) traffic control measures for major maintenance and reconstruction; (9) maintenance of bridges and structures; (10) emergency maintenance; (11) recycling; (12) maintenance organisations and training. Maintenance and reconstruction works are a continuing process for all classes and types of road; for new projects, their programming and economic effect must be taken into account at the design stage, when considering the 'whole life cost' of roads. A detailed inventory is required as a basis for preparing maintenance programmes allied to a routine system of inspecting and testing. Regular monitoring of traffic flows, especially for heavy vehicles, is essential for comparison with initial design forecasts. Codes of practice and minimum maintenance standards are required for all classes of roads. Qualified and responsible staff are required in the management and operational organisation of both routine and emergency, to ensure a high level of service and safety to the travelling public.
