ESTIMATING TRAFFIC FLOWS - A NEW APPROACH TO AN OLD PROBLEM. SECOND INTERNATIONAL CONFERENCE ON ROAD TRAFFIC MONITORING

This article described a method currently being tested by Somerset and dorset county councils in order to make more use of traffic data collected by national traffic counts. The method estimated weekly traffic flows for each week of the year from counts taken at different times of the year. The requirements of the system were that the quoted estimates should give a range of traffic flows between which the actual flow should be with a 90 or 95% confidence limit. The starting point of the project was to assemble a 60 site data base from continuously counted traffic counter sites throughout England and Wales. The data base contained 12, 16 and 24 hour traffic flows for each day of a complete year at each site. The sites covered all road classes. The data was used to assess the conversion factors to convert the traditionally counted 12 hour manual classified count to a weekly flow as well as to develop models for the weekly flow estimation method. Details of the analyses carried out to determine: (a) the annual average daily traffic flow (aadt); (b) the seasonal variation; (c) weekly flow factors; (D) standard flow factors; and (e) a method to estimate AADT from limited intermittent data were provided.
