TRAFFIC MONITORING AND INFORMATION TECHNOLOGY: THE CASE OF THE PERUGIA URBAN FREEWAY. SECOND INTERNATIONAL CONFERENCE ON ROAD TRAFFIC MONITORING

This article describes the trial of automatic traffic monitoring and control system installed on the 4 lane perugia urban motorway. Traffic control measures are only partly automated and the system is structured in such a way to enable the operator to intervene when necessary. The following data are collected: traffic volume and the presence of tailbacks on all entry and exit ramps; vehicle occupancy; vehicle flow; meteorological and road surface conditions; level of carbon monoxide in tunnels; street lighting efficiency; and data from emergency telephones (not fully automated). Closed circuit television is also installed to enable staff to monitor traffic conditions directly. Traffic control is effected by speed limits, messages to drivers on variable message panels; and limiting the number of exits. Details of the software and hardware used, the operational procedures, and the expert system are all provided. (TRRL)
