This paper described the theoretical change in car use that might occur if the public transport services were increased to a maximum level. The analyses were based on information taken from three years of the national travel survey (OVG) (1982-1984). First the scope for policy-making was determined on the national level. Subsequently the scope for policy-making was determined for regions where congestion is such that control of car use is urgently required. (Author/TRRL)
