COMMUTER FLOW ESTIMATION USING THE LABOUR FORCE SURVEY . TRANSPORTATION PLANNING COLLOQUIUM 1988, THE NETHERLANDS IN WHITE PAPERS. STRATEGY AND PRAGMATISM IN POLICY AND RESEARCH. THE HAGUE 24-25. 1988, VOLUME I. II, AND III

The Dutch continuous labour force survey (akt) contains information about the home-to-work travel of workers. The akt's main use in transport planning and research is to investigate commuting patterns and commuters' mode use. Two problems occur with the use of akt data for these purposes: (a) the akt survey is person oriented and does not contain any trip information; and (b) only the usually used mode in home-to-work travel is known. In order to enable conversion of such person based data into trip-related figures computation rules have been developed, whereby a distinction has been made between person categories according to residence type and local or non-local workers. The investigation shows that the person based trip frequency estimate differs among person categories and spatial circumstances. Person-based modal-split figures such as resulting from the akt survey appear to differ clearly from trip based ones resulting from dedicated travel surveys. This is due to differences in mode loyalty among other things. In general, person based modal-split figures underestimate actual car use for home-to-work travel and overestimate actual public transport use. (Author/TRRL)
