In this paper the strategy and the practicability of a number of recent plans for the traffic and transport sector are dealt with. Besides, wherever possible a link is made with the studies underlying those plans. In the structure plan for traffic and transport of 1981 (Structuurschema Verkeer en Vervoer, SVV 1981), the traffic and transport policy has been put in the context of the total community with social and environmental aspects. The strategy as such is clear. But because there has not been a coherent guidance of mobility, the actual development has been different from what was predicted. The strategy of the randstad accessibility plan (Bereikbaarheidsplan Randstad, 1987) is expressly derived from the study report "settling accounts with traffic jams" (afrekenen met files, 1986). At the moment it looks like the plan can be put into operation. The report "clean on the way" (schoon op weg, 1988) is the environmental answer to the new SVV. In this report the interest of the environment plays a very dominant role. The strategy has not been worked out in detail. Its practicability is very questionable. The new SVV has been drawn up by way of an analytical approach. To ensure the practicability of the policy propositions research has been done in various fields. (Author/TRRL)
