RATIONAL ALLOCATION AND ASSIGNMENT OF VOLUME OF PASSENGER TRANSPORT FOR VARIOUS MODES WITH THE MULTI-TARGET DECISION METHOD. SELECTED PAPERS ON HIGHWAY AND TRANSPORTATION RESEARCH 1988

This article described a method to plan for optimum passenger transport scheme in terms of the optimum economic, and social benefits that could accrue by using such a scheme. The objectives to be attained were listed, and listed against these were indices by which the success or otherwise of the objectives may be measured. For example one objective was the equilibrium of transport demand and capacity: the index to measure this was passenger transport volume. By using the multi-target decision making method, methods to determine a reasonable passenger transport distribution among the different transportation modes were given according to six objectives. Taking 1985 data and the predicted data for 1990 between Beijing and Tianjing as examples, a mathematical model was established and the reasonable roles taken by the two transportation modes of highway and railway respectively was demonstrated. A basic computer program was implemented in pc-1500 computer and the optimal results were obtained. The results from three multi-target decision making methods, namely, the effectiveness function method, the objective programming method and the linear combination method were consistent with each other.
