THE COMPARATIVE EFFECTIVENESS OF ALCOHOL REHABILITATION AND LICENSING CONTROL ACTIONS FOR DRUNK DRIVING OFFENDERS: A REVIEW OF THE LITERATURE

This review considers the relative effectiveness of the 2 different countermeasure approaches for DUI (driving under the influence) offenders, as measured in terms of traffic safety variables: (1) traditional approach of imposing mandatory license actions, and (2) the relaively new approach of imposing participation in a drunk driving program in lieu of license action. In California, the latter approach was established as a demonstration project in 1976, and implemented in 1978. Repeat offenders enrolling in and completing 1-year alcohol treeatment programs avoid license suspension. The review focuses on repeat offenders, but also includes first offender countermeasure evaluations when relevant to the objective of the review.
