EQUITY MAXIMIZING FACILITY LOCATION SCHEMES
This paper addresses the equity question in facility location. Section 1 considers the simple case of locating a single facility on a network consisting of two nodes. Section 2 addresses the location of a single facility on a general network. Section 3 shows how the system of taxes (subsidies or grants) or side payments developed in Section 2 applies to any distance-minimizing facility location scheme. Finally, Section 4 considers locating a single facility to minimize customer inequities when taxes or side payments cannot be utilized. An efficient algorithm for this new location problem is presented in the appendix.
