A look is taken at the North County Transit District in California, the Maryland Rail Commuter Service, and the Virginia Railway Express, showing how these commuter operations which set out to relieve traffic congestion on the roads, are now involved in traffic congestion on the rails because they operate along the same tracks as does Amtrak.
