U.S. CIVIL ENGINEER, INTERNATIONAL COOPERATION, AND SOVIET UNION
The paper notes the activities of the ASCE (American Society of Civil Engineers) in the field of international affairs. A major area of future cooperation is recognized to be the Soviet Union, and the paper discusses this possible relationship. The background of relations with the Soviet Union is discussed. Joint ventures are discussed, as well as the difficulty for ASCE to involve itself in equity-type joint ventures desired by the Soviet Union. Discussions with the Union of Scientific and Engineering Societies of the USSR (USES) are mentioned, and it is noted that a major area of cooperation with the ASCE could be a program of exchange of engineers. At a joint meeting of the USES and the American Association of Engineering Societies, a memorandum of understanding was signed to study the feasibiliy of developing such a program.
