FACTORS AFFECTING ACCIDENT RISKS ON ROADS WITH UNSATISFACTORY ARRANGEMENTS FOR UNPROTECTED ROAD USERS

The effect of road and traffic environment on accident risks was studied on the basis of a data base collected by the roads and waterways administration (tvh). The data base consists of road sections, where the tvh's district offices had considered the provisions and arrangements for unprotected road users to be in unsatisfactory state. The on-site inspections revealed that the safety of unprotected road users could be improved in many locations by narrowing the road, constructing a refuge on pedestrian crossings, and by implementing various junction and parking arrangements. Advanced town planning solutions and well planned network for unprotected road users were typical for the safe locations. On local roads with low motor vehicle volumes there is often no need for the separation of unprotected road users. This usually requires speed reducing constructions. (TRRL)
