INTERSECTION MANAGEMENT TECHNIQUES FOR THE LEFT-TURNING VEHICLE: THE INDIANAPOLIS EXPERIENCE
The Indianapolis Department of Transportation has been faced with budget constraints for several years, but despite these constraints, has implemented an aggressive intersection management program that has resulted in minimized delay, increased capacity, optimized signal timing, and significantly reduced accidents at hazardous locations. The primary effort in this intersection management program has been aimed at the left-turn accident problem. Four different types of improvements have been evaluated and are discussed in detail in this article. These are restriping to provide left-turn lanes, split-phasing for separate left-turn flow, removal of unwarranted left-turn arrows, and adding left-turn lanes and modernizing traffic signals. The safety benefits of these improvements have been analyzed using standard statistical tests.
