HOW TWO CAMPS DIVIDE OVER PROGRAM'S FAIRNESS. MINORITY SET-ASIDES PART II
This article, the second in a series on minority set-asides, examines the topic from the opposing viewpoints of a small, white contractor and a minority contractor. Both companies do about $5 million a year in sales. Their extremes of opinion are common among small contractors and indicate they might be affected more by Minority Business Enterprise than large contractors. Also discussed in this article are the problems of fraud by minority and non-minority contractors, discrimination, and ambiguous federal, state and local laws.
