PROVISIONS FOR DISABLED PEOPLE IN GERMANY. TRANSPORT FOR DISABLED PEOPLE: DISABLED PEOPLE AND CARS - ECMT SEMINAR, PARIS, 12-13 APRIL 1988
This article describes the assistance given to disabled people in Germany to enable them to drive. Financial assistance is provided to purchase a vehicle, to adapt a standard vehicle to meet the needs of a disabled person, and to obtain the necessary driving licence. Financial assistance in purchasing a car is based on a sliding scale according to income, with a current maximum benefit ceiling of dm 16000. Any additional equipment required for the vehicle, such as steering aids, is provided free of charge. The costs incurred by the individual handicapped person in obtaining a driving licence are also subsidised according to income. Further benefits available to severely handicapped drivers such as road tax exemption are also listed. Legislation concerning the individual's ability to drive is discussed briefly. (TRRL)
