ULSTERBUS LIMITED AND CITYBUS LIMITED: A REPORT ON BUS SERVICES IN NORTHERN IRELAND SUPPLIED BY THE UNDERTAKINGS

This report describes an investigation by the monopolies and mergers commission (chairman ms lipworth) into the ulsterbus and citybus Ltd services in northern Ireland. An appraisal is given of the efficiency, cost, and quality of the services provided. Sections are provided on: a) management organization and planning; b) management information systems and computer services; c) financial framework; d) manpower and industrial relations; e) investment; f) bus engineering and maintenance; g) timetabling and operational control; H) fares; i) matching service to demand; and j) quality of service. The conclusions reached are that a) the company is an efficient, low cost, well run organization with short chains of command, supported by loyal, hard working and frequently courageous staff. There is little scope for the company to reduce costs without affecting the quality of the services provided. Some advice is given for improving the techniques used for whole life costing, and for refining the relationship between fares and costs. (TRRL)
