UMTA DRUG REGS HIT ROAD BLOCK
A federal appeals court has ruled that the Urban Mass Transportation Administration (UMTA) has overstepped its legal bounds in issuing detailed procedures for dealing with drug use in transit which provide a national as opposed to local, case by case solution. It therefore, has suspended, indefinitely, the start date for implementation of the UMTA regulations for transit which was to have gone into effect for small operators later this year.
