SYSTEMS ANALYSIS OF ALCOHOL COUNTERMEASURES

The purpose of the contract was to conduct a benefit/cost analysis of seven alcohol safety countermeasures in order to determine the potential for successful implementation in terms of the estimated cost/effectiveness of each countermeasure and to provide NHTSA with baseline information for allocating research monies in the area of countermeasure development. The countermeasures analyzed were: sober pill, self tester, evidential roadside tester, non-cooperative breath tester, alcohol safety interlock system, continuous monitoring device, operating time recorder.
