AN ADMINISTRATIVE EVALUATION OF THE NEW YORK STATE STOP-DWI PROGRAM

On November 28, 1981, New York State began to implement landmark legislation to combat the problem of drinking and driving. This legislation established the first Statewide comprehensive, financially self-sustaining alcohol and traffic safety program in the country. The program is known as "Special Traffic Options Program for Driving While Intoxicated" (STOP-DWI). This publication presents the Statewide administrative evaluation of the STOP-DWI program. The report opens with an account of the goals of the STOP-DWI legislation, placing the legislation within the context of prior efforts to combat drinking and driving in New York State. A description of the law is then provided. The description focuses on the responsibilities of the State and the Counties. The results of the evaluation are then presented as follows: An administrative history of the program at the State and County levels; A fiscal overview of the program, discussing total revenues and proposed and actual expenditures by program area for 1982, 1983, and 1984; A discussion of STOP-DWI activities Statewide by program area, including a brief description of selected innovative programs conducted by individual Counties; and A review of the "Immediate Effects of STOP-DWI" in four components of the alcohol and highway safety system: enforcement, prosecution/adjudication, probation, and rehabilitation/treatment. The concluding chapter discusses a series of issues which emerged from 1) the experience of the NYS Department of Motor Vehicles in overseeing the program, 2) the experience of the Counties in operating STOP-DWI programs, and 3) the results of the impact and administrative evaluations. These issues relate to the operation of the program at the State and local levels and components of the alcohol and highway safety system which have been affected by the program. The discussion of these issues, in turn, leads to a series of recommendations relating to the continuation of the program.
