The purpose of this study has been to inventory transportation problems and assess the need for public transportation in Carson City and surrounding communities. Part of the study was to formulate recommended courses of action for satisfying those needs by using public transit. The analysis concentrated particularly on the transportation disadvantaged individuals and various strategies for improving their mobility situations, and work commuters who would prefer to commuter by transit. Based on an understanding of the problem, various strategies for improving the situation were identified as alternatives for short term implementation. An evaluation of the various courses of action then led to the set of findings and recommendations presented here. The findings and recommendations are intended to provide an overall direction for developing public transit improvements in the study area, and are intended to be flexible guidelines for future implementation and fine tuning actions. The proposals provide an immediate basis for implemetning improvements which reduce problems and would be sufficient to provide Carson City with reliable public transportation. Other recommendations provide similar services to surrounding communities to primarily attract work commuters. This report is one of a set of three reports prepared for the Carson City Short Range Transit Study in Carson City and the surrounding area. The three reports are the: Executive Summary Report, Final Report, and Appendices. This, the Executive Summary, is a concise description of the findings, alternatives and recommended plans which are derived from an objective, thorough analysis of the area's transit needs and problems, and an evaluation of the potential solutions.
