THE RIGHT TRACKS TO EUROPE: THE REGIONAL AND ENVIRONMENTAL IMPACT OF THE CHANNEL TUNNEL

The study reviews the various traffic forecasts and infrastructure options currently being discussed in relation to the channel tunnel. In particular it assesses the probable impact on the regions and the environment. The work follows on from earlier work in which the potential environmental benefits of transferring road freight to through-rail services were highlighted. There are said to be considerable differences between both passenger and freight forecasts that have been produced by various parties concerned with channel tunnel traffic, although the higher estimates would imply capacity problems from the outset. The current forecasts for freight traffic are said to substantiate the earlier study which established the prospects for environmental benefits from the removal of goods traffic from roads although there is an environmental cost of the line crossing Kent. A number of recommendations are made which relate to investment decisions concerning the new rail network. (TRRL)
