FACTORS INFLUENCING THE USE OF SAFETY-BELTS. A SYSTEMATIC LITERATURE REVIEW

In June 1975 the use of safety belts became mandatory for front seat passengers in the Netherlands. The percentages of use are now about 65% outside built-up areas and about 50% inside built up areas. The legal duty to use safety belts has not been sufficient until now to make all front seat passengers and drivers use safety belts under all traffic conditions. There are many studies and reports published on the use of safety belts. This report tries to give review of this literature making a systematic inventory of the research results concerning the explanations for using or for not using safety belts. The structural division of variables influencing the use or abuse of safety belts are: (1) demographic variables (sex, age, education, sociology, driving experience, accident rate); (2) situational variables (rural area, urban area, journey distance, weekday, weather, surface, model of car, publicity, legislation, police enforcement); (3) interaction between demographic and situational variables; and (4) psychological variables (personality, attitude, risk perception, risk comprehension).
