TOWARD A NATIONAL PLAN TO COMBAT ALCOHOL ABUSE AND ALCOHOLISM: A REPORT TO THE UNITED STATES CONGRESS

This report was prepared in response to Section 208 of the Alcohol Abuse and Drug Abuse Amendments of 1984 (Public Law 98-509). It is an extensive and thorough discussion which, for the first time, brings together in one document data from a variety of sources on the Nation's capacity to deal with alcohol-related problems, and which equips planners with an assessment of the problem. This assessment includes the prevalence of alcohol abuse and alcoholism and projections to 1995 and the health, social, and economic consequences of alcohol-related problems; the critical role of research in preventing and treating alcohol abuse and alcoholism; and an overview of the principal alcohol abuse and alcoholism program areas--prevention and intervention, and treatment and rehabilitation. It discusses also the way in which financing and personnel issues affect the Nation's ability to combat alcohol abuse and alcoholism and provides a planning framework for a "Model Program for the Development of State Activities." This document can serve as the foundation and action guide for other longer-term efforts that may be undertaken to fully develop a National Plan to Combat Alcohol Abuse and Alcoholism.
